Personality:
One of the big things the games seem to like to point out are the parallels between Lightning and Serah - little ways in which the two sister's are clearly similar. Losing both parents while they were still fairly young was a hard blow on both girls. It shows in how their personalities developed as they both had to grow up and mature a little faster than they would have had to do otherwise.
Serah is a young woman who is rather independent and stubborn. It's not as blatantly in your face as her older sister's, but it's still something that defines her. Notably this can be seen in Serah's first reaction to becoming a l'cie as she doesn't tell her sister right away and in fact pushes her fiancee away in an attempt to keep him safe. This Serah wants to take care of others and it's more of a priority for her than her own safety. Despite this, she's shown as typically being someone who is clearly wise beyond her years with a good head on her shoulders. This is shown rather well when she gives advice to Vanille when she was struggling with some problems. This also serves as a great highlight of how Serah genuinely seems to want to help other people. Giving Vanille advice, dumping Snow to try and save him from herself, and how much she worries about her older sister are all great examples of how more often than not Serah is thinking about other people more than she is herself.
Serah's relationship with Lightning is an important one an shows some interesting glimpses into both characters. It's likely due to the loss of their parents while they were younger, but there's a marked difference to the sister's relationship that most sisterly relationships just don't have, namely an almost maternal edge. It's this maternal edge that frustrates Serah to a certain degree, since Lightning still seems to see her as this kid who needs to be cared for and fussed over when all she wants is to be an adult in her own right. This is a two-edged sword solely because that maternal nature goes both ways. This is exactly why Serah worries about Lightning so much, something that just increases the more her sister starts to bury herself into her work.
One has to wonder if Lightning's increased distance as she slowly got more and more wrapped up in her work is part of what aided Serah's involvement with Snow. Whatever the cause for why she started dating Snow, it's clear that the feelings there are real and something she feels strongly about. It's obvious that she was torn up about the idea of dumping Snow, but she forced herself to do it anyway since she thought it was the right thing to do. Of course Snow being the stubborn man that he is didn't leave it at that of course, which is probably for the best. It's a great lesson for her in the fact that she can't always do things on her own and that sometimes it's okay to depend on the people closest to her for help.
Then the game ends, everyone gets a mostly happy ending and that's that! Right? Well... okay not so much.
In XIII-2 we meet an older Serah, three years have passed since the fall and a lot has changed. Though admittedly she doesn't look like she's changed much if at all physically, it seems she's doomed to have a baby face forever. It's early on that we learn that something has messed with time and the ending from XIII? Is something only Serah remembers. As far as everyone else is concerned, Lightning is a crystal holding Cocoon up with Vanille and Fang. Of course Serah remembers otherwise, but all her friends just write it off as a dream. Yet she stubbornly keeps up hope that her sister is alive and out there somewhere, something that isn't easy to do when everyone thinks you're imagining things. Then when someone finally does believe her, the knucklehead goes charging off to search for Lightning.
So here we have Serah living with a bunch of people who think she's pinning all her hopes on a dream. Her sister is gone, her fiance's gone charging off after her, and all her original plans for the future have been made obsolete. Does Serah give up? Certainly not. She wouldn't be a true Farron if she just laid down to die after all. Instead she becomes a teacher, spending her time showing the next generation why the fall had happened. Of course she teaches them other things too naturally, but she wants to make sure the mistakes of the past aren't repeated. She's quite good at the job too - strict but fair, and it's obvious that all her students love her greatly. Even if they do tease her from time to time and secretly think she's a bit of a meanie head.
Then there's Noel. A complete stranger who comes from out of nowhere and saves her. A little suspicious maybe, but it doesn't take Serah all that long to judge his character and find him trustworthy, if a little weird. Who can blame her? All that talk of time travel is enough to make even the most believing of people skeptical surely. Still he promises her that he can take her to her sister. At this point? She can't resist. Yes she's got a life built up, but a life without her sister is practically no life at all. So while it's not easy to leave everyone, she does so with little hesitation, because she believes it's the right thing to do. Which basically sums up Serah fairly well in a nutshell - she might have her doubts, but in the end she always does what she feels is right.
Strengths/Weaknesses:
+ Responsible
+ Good cook
+ Optimistic
+ Devoted
+/- Philanthropic. She likes helping people! Only that can be seen as her being kind of nosy sometimes
+/- Stubbornness. This trait has both helped and hindered her before.
+/- Trust, but... perhaps a little too trusting of people sometimes
+/- Loyal. Typically a good thing, but can be taken to the extremes. See Snow leaving and a year later she's still stubbornly waiting because he asked her to do so.
- Has a hard time letting things go
- Singleminded. Goes hand in hand with being stubborn. Once she sets her mind to something she's set. No takebacks even if it might not have been the best decision.
- Looks way younger than her actual age (21)

Starter: A male Eevee named Snow. With plans for it to be an Espeon someday. (Because happiness as a requirement? That's right up Serah's alley and well.. she's not a night owl so Umbreon is out)
I suppose "because they'd be a cute pair" isn't a good enough reason? Sorry, I'll be serious now honest.
In XIII Serah is only a minor character, but what we see of her personality seems pretty set. Expectations are made and it's only later that they get broken. She looks fragile, innocent, sweet, and a number of other such descriptors and then XIII-2 happens and it turns out that she's far stronger physically and emotionally than anyone could have imagined. Little Serah Farron a sentinel?! Let's face it Eevee are cute, fluffy, and cuddly anyone who doesn't know better could underestimate them easily too.
One could also draw the comparison of how you can choose how to level Serah's rolls (if you level certain jobs at all) to the evolution options of Eevee, but even I figure that might be stretching it a bit.

[The camera feed swings around slightly as it shows a young woman squinting at a door in confusion in between trying to figure out what had just happened. This doesn't make sense at all.]
Go on a journey? But I already was! Where's Noel? Or Mog?
[The camera feed finally gets straightened out so that Serah can into it with a completely baffled look on her face.]
What happened? This doesn't look like anywhere on Pulse at all. Time couldn't have changed things this much, could it? Noel what's going on!?
[Of course he's not exactly around to answer her.]
I hope they're both okay wherever they are now. I wonder what happened, maybe something went wrong? Or maybe...
[Maybe jumping into a supposed time portal with the guy she'd met only yesterday had been a bad idea. No, she's not going to doubt him so easily. She can't afford to give up yet. After all he'd promised that- hey wait a minute that's it!]
Lightning! [He'd promised to take her to see her sister! So that means she has to be here! Suddenly her expression changes and she stares into the camera with a hopeful look on her face] If anyone's watching does anyone know a woman named Lightning Farron? Please, it's really important!
[Oh wait, she's leaving one lousy first impression isn't she.]
Oh, I'm so sorry! My name's Serah Farron and I guess it's probably pretty obvious that I'm new to wherever this is. So you see, Lightning's my big sis and I haven't seen her in a really long time. So if ae nyoncould help me I'd really appreciate it. Thank you!
[Okay, now she can turn it off. She'd figure out what to say before she turned it on next time.]
Third Person Sample:
It's hard to believe that there's a living creature hiding somewhere inside that little ball. Serah continued to stare at it in wide eyed fascination as she examined every inch of the sphere.
"So if I push that button something called a pokemon comes out."
It was supposed to be her partner and traveling companion, whatever it was hiding in that sphere. It was a little ominous really, because what if it hated her or they just simply didn't get along? Her journey'd be next to impossible if something like that were to happen and if she wanted to be able to keep up with the others she couldn't afford to just sit around.
"It can't be too hard. I can do this! Okay."
Which meant no more loafing around. Squaring her shoulders she bent down, placed the pokeball on the ground, and then carefully pushed the button. Not the best form for a trainer, but it'd do for her first try. The small flash of light and puff of smoke were more than enough to knock Serah off balance since she wasn't expecting them and she landed in an ungraceful heap. So for both the trainer and pokemon the very first impression of each other was large eyes as they ended up practically nose to nose. That is until Serah sat up anyway to get a better look at exactly what a pokemon was.
"So this is a pokemon. No one told me they were so cute."
Thankfully he wasn't the sort to hold a grudge not to mention compliments can go a long way sometimes. So instead of looking at her like she was a clumsy idiot, the eevee nimbly jumped into her lap and stared up at her expectantly. It was like having a pet, but different at the same time. Her cat certainly had never looked at her like that. Like it was waiting for her to do something. Unfortunately she didn't know exactly what that was, so she had to think for a little while before she came to one conclusion.
"Well then, I guess you need a name. How about... Snow? He's my fiance and he's really great."
Eevee, now named Snow, agreed to this with a rather affectionate headbutt to Serah's shoulder which caused her to laugh. Maybe this pokemon thing wasn't so bad after all, in fact it could be kind of fun! After all weren't there a lot of pokemon out there? That'd mean there had be loads of possibilities for the future!
"I'll take that as a yes. Well it's nice to meet you, Snow! I'm Serah. I'm still new to this whole pokemon thing be gentle with me, okay?"
Yes, the future was looking bright indeed. Her partner was a super cute pokemon, her sister was here, and there wasn't a reason to fight anymore. She could definitely get used to this. Now if only the others were here... but of course even paradise has flaws sometimes.
